Your minutes start running when the session begins with the expert.

Browsing the app, looking at profiles, reading reviews or comparing experts uses nothing. Before the clock starts, the app shows you a notice that your balance will be charged from that moment on.

When you close the session, a few grace seconds are taken off the total, so the cut-off does not penalise you for the exact instant you tap to leave.
